This morning, Chen Hao, Secretary of the CPC Huzhou Municipal Committee, conducted an inspection tour in Changxing County focusing on the integrated reform and development of education, science and technology, and talent resources. He stressed the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches delivered during his inspection tour of Zhejiang and the guiding principles of the Ninth Plenary Session of the 15th CPC Zhejiang Provincial Committee. Authorities must accurately follow the provincial committee’s work requirement to “fully foster robust momentum for building an innovation-driven Zhejiang”. Two major undertakings shall be advanced in depth: advancing the integrated reform and development of education, science and technology, and talent resources, and promoting in-depth integration of scientific and technological innovation with industrial innovation. Huzhou will strive to build itself into a “City Distinguished for AI Innovation and Application”, accelerate the development of a higher-level innovation hub, and inject strong impetus into developing Huzhou as an ecological civilization model city through high-quality growth.

At the Hematagon Innovative Center for Targeted Anti-Tumor Drugs, Chen Hao received briefings on the operation of platforms including academician workstations and postdoctoral research stations, the introduction and cultivation of high-caliber talents, and the commercialization of scientific and technological achievements. He then visited the new drug R&D laboratory and engaged in cordial exchanges with research staff. He pointed out that the provincial plenary session clearly set forth key priorities: “prioritizing the orderly mobility and sharing of talent resources; centering basic research and breakthroughs in core technologies in key fields; and securing all-round robust momentum in generating original, pioneering innovation outcomes.” He encouraged Hematagon to fully leverage its strengths as a provincial new-type R&D institution, innovate models for talent recruitment and training, and deliver more pioneering breakthroughs in targeted anti-tumor therapeutics.
The Joint R&D Center of Kejia New Materials was jointly built by Kejia (Zhejiang) Precision Technology Co., Ltd. and Wuhan University of Technology. Its developed products are widely applied in new energy vehicles, aerospace and other sectors. Chen Hao toured its laboratories and workshops to learn about deep industry-university-research integration. He noted that the provincial plenary session emphasized “deepening collaborative integration between governments, research institutes, universities, enterprises and local authorities”. The partnership between Kejia Precision and Wuhan University of Technology serves as a vivid example of the collaborative innovation mechanism where “enterprises raise technical challenges and universities provide solutions”. Chen encouraged the enterprise to deepen exchanges and cooperation with universities, ramp up R&D investment, translate cutting-edge scientific and technological achievements from laboratories to production lines, and capture market share and secure long-term competitive advantages with more competitive products.
Chen Hao subsequently visited Gaichuang Precision Technology (Changxing) Co., Ltd. and Zhejiang Kairuibo Technology Co., Ltd. to learn about their business and development. Founded in March this year, Gaichuang Precision has forged deep partnerships with Soochow University, Zhejiang University of Technology and other institutions, and realized mass production of core components for embodied robots. Kairuibo Technology has overcome multiple bottleneck technologies, most notably in RFID electronic label manufacturing. By scaling up AI application, the firm has lifted staff work efficiency by 30% and cut the training cycle for new recruits by half. Chen Hao commended the sound development momentum of both enterprises. He noted that the provincial plenary session called for “accelerating the growth of core AI industries and vigorously promoting AI-enabled applications”. He urged the two firms to seize AI development opportunities, speed up industrial transformation and upgrading, boost R&D and production efficiency, and achieve sounder and faster growth.
During the inspection, Chen Hao emphasized that thoroughly studying, implementing and delivering on the guiding principles of the Ninth Plenary Session of the 15th CPC Zhejiang Provincial Committee stands as a key political task at present. Authorities must fully grasp the provincial committee’s deployment for building an innovation-driven Zhejiang, center efforts on the integrated reform of education, science and technology, and talent resources, tackle major bottlenecks through targeted small-scale initiatives, translate theoretical learnings into tangible results driving high-quality development, and contribute greater Huzhou strength to fostering all-round robust momentum for an innovation-driven Zhejiang.
